I need a bit of clarification on one tile please.

In the original Carcassonne there is a tile with 4 roads ending in 4 houses, it's referenced as rrrr in the completly annotated rules my wife is claiming that because the roads do not connect and there are gaps between the houses that this tile does not form a boundary to a farm whereas I think it is a regular crossroads with a bit of fancy artwork I have the feeling that someone has asked this question previously but I cannot find the post to check it out.

I've noticed this before, but I think there are 4 farms, not 1...
