I've got a couple of queries about The Prison.

1. Can the Sheriff be captured by the tower?
2. Can the Sheriff be "eaten"/removed by the dragon?
3. What happens when the fairy is next to the dragon?
4. The footnote (#4) says that a sheriff can be deployed to the CoC as a knight.  Does this mean it can move to a city then?  Or is Carcassonne City different from CoC?  If so, what is Carcassonne City?  Any city?
5. Red completes a road with the following meeples - Red Sheriff, Blue thief, yellow thief, green sheriff.  What happens?  Can two thieves share a spot in prison?  If playing with the optional rules, what happens?
6. Same as 5, but the road contains the following - Black Sheriff, Blue thief, yellow thief, green sheriff.  What happens?
7. Blue has a thief on #4.  Red completes a road with a Red sheriff and a yellow thief.  Red chooses to remove the yellow thief?  What happens?
8. Can a wagon move onto a road with only the sheriffs?  (or two or more sheriffs?)
9. If I extend a road with a sheriff (or more), can I place my sheriff onto that road as well?
10. Is deploying a sheriff considered to be a MTW action?
11. Does the minstrel or jester affect the sheriff in any way?
12. Will joff kill me for bringing all this up?  I know this was one of the first few expansion rules that was done
13. Can I play a sheriff to a road occupied only by wagons?
14. Footnote 8 says: "8 Question: My sheriff is on a road that has been completed, but the road does not contain any opposing thief to remove. Can I take the sheriff back to my supply?
Answer: No. A deployed sheriff can only be removed from the board when an opposing thief is captured. Unfortunately, in this case, the sheriff is now stuck and cannot be retrieved."
And the statement immediately after that footnote in the text says: "When the road that your sheriff is on is completed, you get your sheriff back."
Which one is it?
15. If a road contains a green builder and a green follower and a road with a blue sheriff is connected to it, when the blue sheriff removes the green follower, does the builder stays?

Oh, and if the rules will be updated, Joff, could you justify the text as well please?  Thanks!

When I developed the variant, I hadn't played with a lot of the expansions, so that is why it didn't cover all the possible scenarios.  I will try to answer your questions as best I can, but I still haven't played some of the expansions, so my answers are based solely on reading the rules for them online.  Also keep in mind that this is just a variant, and my answers are just a personal preference. You can tweak the variant any way you like.

1. Yes
2. Yes
3. I assume you meant "What happens when the fairy is next to the Sheriff? Can the dragon eat him?"  If that is what you meant, then no, the Sheriff would be treated just like any other meeple and would be protected by the fairy.
4. My personal preference would be that the sheriff can't be deployed to the CoC.  I think Jonathan added that rule, so you would have to ask him.
5. You have to pick just one of the thieves to send to prison.  The others thieves make a run for it while you are busy capturing the first one.  This would apply to the optional rule as well.  Actually, now that I think about it, the other thieves should be removed from the board and returned to their owners since they had to run away.
6. Sheriffs can't arrest other Sheriffs since they are law abiding citizens, so you would have to choose one of the thieves.
7. See my answer to #4.
8. Wagon?  What expansion is that in?  I haven't played Carcassonne in quite a while, so I'm a little behind.
9. I don't understand the question.  It sounds to me like you're asking if you add a tile to the road the sheriff is on, can you put the sheriff on that road, but I highly doubt that is not what you mean.  You will have to rephrase your question.
10. I don't know what MTW stand for, but my guess is that you are asking if placing the Sheriff is considered your meeple placement, meaning you can't place any other meeples that turn.  If that is what you mean, then yes, if you place the Sheriff you cannot place any other meeples that turn.
11. I'm not familiar with those variants and I don't see them in the variant registry.  You'll have to post some links to them so I can check them out.
12. He just might :-)
13. Yes
14. I guess it should read "You get your sheriff back when you capture a thief" instead of "When the road that your sheriff is on is completed, you get your sheriff back."
15) Yes, the builder stays.

Wow, all the expansions and variants for Carcassonne sure do make it complicated to come up with all the possible scenarios that need to be clarified when coming up with a variant.
