This is one of the German tile expansions. The tiles themselves match the original game tiles, but the colors are somewhat washed out. My understanding is that fan expansions like this are permissible by Hans im Glück, at least in Germany. Rules Before play begins, set the four large city quarter tiles aside, and add the corresponding regular tiles to the play set.
When a tile with a city symbol is drawn, the player plays the corresponding large tile in its place. The player may deploy a knight to the city if the city section is not yet claimed. The tile with the symbol is removed from play.
In scoring, each Quarter tile counts as two regular city tiles. Each Quarter tile also has an impact on the value of other city tiles, as follows (these modifiers do not apply to the Quarter itself).
Market Quarter (Ear of Wheat) The grain market is an important commercial center of the Market Quarter. When the city is scored, each regular city tile counts 1 point more.
Garden Quarter (Rose) In the Restoration Period, interest in gardens created demand for columns, wells, trees, and flower beds—and a market arose to meet demand. When the city is scored, each regular city tile counts 1 point more.
Noble Quarter (Coin) The Noble Quarter is home to the aristocracy. This quarter adds a lot of value to the host city. When the city is scored, each regular city tile counts 2 points more.
Slum Quarter (Pistol) The poor of the city live in these ghettos, where illness and violence are the order of the day. The quarter is a blight upon the entire city; when the city is scored, each regular city tile counts 1 point less.
With the cathedral in play, the value of the completed city can increase 4 or even 5 points per city tile. If more than one quarter is added to the city, calculate their combined contribution before applying them to the other city tiles. For example, a city with a Slum Quarter tile (-1 point for each regular tile) cancels out an adjacent Market Quarter tile (+1 point). They therefore have no impact on the scoring of the city. This expansion really plays well with the Cathedral city tiles and the Cathar expansion. You never know what will become of a city!

It is not an official expansion. It is a fan made expansion.

ok, so nevermind, i will not waste money to raise funds of a wannabe...
in my own opinion, those "buy my crapp" posting shall be deleted, they are not posted to inform but to sell and promote *heresy, utopia & evil*, i'm against that form of marketing.
the idea is not bad and shall be looked by hig or rgg.
if it is custom tiles, it shall be free like the 100pts board or the tiles offered on the very site.

The official attitude of HiG is that fan expansions are fine, so long as they are free. Anyone who charges money is going to have trouble.

I take a dim view of people violating the rights of games publishers. If the sale of this expansion is not sanctioned by the publisher, I do not support it. However, I have read several indications that they are (here is the one I could find offhand): http://66.196.80.202/babelfish/translate_url_content?lp=de_en&trurl=http%3A%2F%2Fcarcassonne-city.de&.intl=usI would also point out that since these have been sold on eBay for years, if trouble is coming it is taking its time. A few other notes: It isn't "my crapp" or "spam" and I'm not "marketing". If you like, I can post another review of a set that is no longer being sold. In the meantime, I have deleted the links, the photo, the German name of the set, and the name of the maker to make it more difficult for interested parties to learn more about it. Since I do not wish to put a foot wrong with you fine folks or Hans im Glück, please provide a link to Hans im Glück's "official attitude" regarding the sale of pressed tiles in Germany. I would welcome correction on this point.

Theres no need to delete the links. You are not putting a foot wrong at all These have indeed been sold on eBay for quite some time and I believe (although could be wrong) that HiG is aware of them, although they are not official expansions. Some of the ideas are good ideas. I do like 'The Plague' (Black Death) in this series, although the rules do require 'tweaking' so to speak. The tiles in these fan expansions are nowhere near as good as official tiles, but 7 Euros plus shipping is really not that bad, considering the cost of ink these days, the making up of the tiles and the laminating of the rules (yes, the rules do come laminated, for some reason )

I though I had an email from HiG regarding fan expansions, but I can't find it. I know I wrote to them before, but maybe the mail got deleted. If you're definitely need to know, best to write and ask HiG yourself. Btw, I don't think you're spamming. But I'd be extremely suspicious of any fan expansions you have to pay for. Many of the offers on eBay are just people collecting freely-available expansions and then selling them on: Dieter Rausch of www.carcassonne-welt.de described just such an occurrence here. (German) Certainly there are eBay auctions for these things. But that doesn't mean they're legitimate.

I am aware that some of the expansions cropping up on eBay are freely available elsewhere. But, if one does not have the ability to print and make your own tiles, then paying for the priviledge of someone else making them for you isn't too bad. As long as would be buyers are aware that they are not official expansions and no claim is made that they are official, then you pay your money for somebody else making the tiles up for you. However, I know from experience that I can produce a much more realistic looking tile that those I can purchase on eBay, so I would rather make my own than pay someone else to do it for me

It's definitely worth doing your homework before buying printed tiles, yes. There was a spate of auctions a few years ago of people selling printed tiles based on other peoples' fan designs, but these got shut down.
This tile set, and most of the others offered on eBay.de, are original designs you won't (shouldn't) find elsewhere, and (according to my understanding) sold with the blessings of HiG (in German only). This last point is supported by the assumption that HiG would have VEROed offending sellers into oblivion by now (it's free), and that none of these expansions have been offered except on eBay.de. But again, if there is evidence to the contrary, I welcome it.
