When scoring cities, it's not clear to me if a tile belongs to a partial city solely because of the conitnuous border wall or if it needs to show adjacent ground within the city walls.  Any ideas?

thanks, I'll go with adjacent ground.  It makes the most sense and is how I thought it should be played.  Just needed some support to convince another.  Cheers.
