but can't see English rules or tile downloads. Do they exist?

Try this.
Copy the URL and paste it into a Google query. When the result comes up look for a "translate this page" link. Click into it and Google will translate the page for you.

Are there any of these expansions on carcassonne.nl in better graphic-quality avalible in the internet? Here's http://zotto24.de/carcassonne/feuer_gesindel.htm the one you mentioned, it's a better graphic, but not good. There you will find also some other graphics to the expansions on carcassonne.nl.

You can put the URL in Babelfish and it will translate it.  Probably not perfectly, but it's understandable.
