discussion about the city

Hello,
We are having a ferm discussion about next situation:
A city is finished by a player (grey) that is not on the city. The city has only a builder from another player (black), which is blocked by this move because he has no followers there. A third player (red) wants to take in this city from Carcassonne. He has two followers on the section for the cities. Is this possible?
I would be very glad with an answer... thanks in advance

Hello,
When the last knight or thief on a feature with the Builder is removed, the Builder is also removed. The Builder does not remain alone on a feature, so the Black Builder should not be in the city. This probably answers your question about Red being able to enter the city from Carcassonne. Red is able to to take the city from Carcassonne.

Thank you for your answer.
The last of the followers was removed by a tower, so the builder was left alone. Isn't it so that when someone else finishes the feature, while there is no follower left, the builder stays blocked?

No, the builder and pig are not followers.  Therefore, if anything happens to remove ones follower from a feature containing a pig or builder, they must be removed as well.
