Seems there is going to be lots of new Car this year. Although I wouldn't be surprised if these two findings turn out to be the same thing.

Nope, they are two separate things. City is getting a rerelease in a regular (non-wooden) box and a new expansion is being released for City called The Falcons. True, they may be packaged together, but most mentions of the two have been separate (although in the same sentence).

The Falcon expansion is for The Castle, not The City.

My mistake, although it proves my point that they are two separate items even better. I wonder if it will be a large expansion...
