Well, I got mine directly from Jay, but he is not very interested in continually offering individual meeples.  You can give it a shot.

I bought a set expressly for that reason, but figured I could play it with only one each.  I also bought a Discovery set to use for Tax Collectors or some other future expansion and a set of H&G to make multiple Missionaries to hand out.  Got extra towers for Black Tower and a few others too.

I also you a meeple from Carcassonne: The Castle for use as the Leper.  I think I may have painted one to use the the Mintrel too.  Have you looked at Jester and Minstrel for use with the Catapult tiles?

I got some wooden risk pieces for $1.99 and some wooden monopoly hotels and houses for $0.99 on ebay

A repaint and I have  Thieves Guild and Trading Posts, plus a score meeple so I can steal the little fella for a Shepherd

May borrow some bit from my Kasl game too, but only 4 colors

I got the huts from H&G to use for Thieves Guild and Trading Posts, though I've never actually played that yet.  Maybe I did try trading posts once.  Don't remember.

Oh, and I thought it could work to use some of those small cubes like they have at Meeple People as score keepers to free up the meeple too.
