It's not addressed in the rules or in the CAR.  My first question would be, if you have no followers on the board, why would you want to move it?  I can only assume that the answer would be to remove the fairy's protection from another player. 

We know the fairy remains out of play until someone places it next to their own follower, that much is clear, but it doesn't specifically say that it can not be placed next to another player's follower.  I think in this case the first move and it's implications would set the precident and question of placement next to another follower is basically negated by omission.  If it had been the intention of the author, it probably would have been addressed.  Having thought it through, that's my take.

I would use it to influence the direction of the dragon.(Regardless of whether I have any followers out or not)
