I keep reading the sequence of play, found here:
http://www.modernjive.com/carcassonne/carcassonne.htmI'm thinking that if indeed correct, which it seems to be, printing and laminating this would be great for people to keep around as a reference while playing with many expansions. Especially as beginners or new to particular expansion.
I can't really find a rule that clearly states that yellow didn't create this scoring opportunity though, and at the end of the day, blue gets the point due to yellows tile placement, which is the criteria for moving a follower to the city of Carcassonne.
In step 6, scoring happens and meeples are moved *from* the city and to the scorable features.
In step 8, you're entitled to move meeples *to* Carcassonne.
Correct me if I'm wrong but I don't see what causes any special case, unless there's a wording or a rule I've missed
