Oooh, mountain tiles!  That would mean there needs to be a mountain base set first!  If you are basing things off the movies, then you should think about breaking it down into 3 separate expansions: Fellowship of the Ring, The Two Towers, Return of the king.  Of course, each of those 3 can probably be further split to 3 expansions, i.e. Fellowship of the Ring - Hobbits/Shire, Elves/Rivendell, Orcs/Moria; The Two Towers - Fangorn/Ents & Isengard/Saruman/Uruks, Edoras/Helm's Deep/Rohan, Cirith Ungol/Gollum/Shelob; The Return of the King - Gondor/Minas Tirith, Umbar/Cosairs, Mordor/Mt. Doom/Sauron.  The latter option would probably need 12* 9 = 108 tiles.

Well, I think if it goes that far, I probably couldn't do it.  I'm not familiar enough with the books.  I didn't really intend to base it on the movies.  It's just that I've only seen the movies and not read the book.  If someone else wants to take this and run with it, that's fine with me.  It would probably be better than anything I could come up with.

Oh, it was just a suggestion.  Don't let that discourage you.  And like all expansions, you start with one and then you work your way through.  Because you know, you can't stop with just one Wink

Oh, I'm not discouraged.  I'm just not sure I'm the man for the job.  I think maybe someone who has actually read the books might be much better suited for making an interesting, accurate, and enjoyable expansion.  Otherwise, I might oversimplify it.

Agreed, unless you think it could be done with out them, but some of these locations would be difficult to do accurately without them.  Besides, I think we're due for a quality Mountain expansion.  Who's up for the challenge?  Any nominations or volunteers?

I read the books over 20 years ago, and I'm not sure what I can remember (other than the fact that I liked The Hobbit better).  I'm drawing my inspiration from the Lord of the Rings Trading Card Game (which is still playable online).

Before it dies, does anyone else want to take this ball and run with it?
