I think I got it after a little bit.  Everyone has their own scoreboard like he made with the three circles.  Each circle has one of these "spinners" attached to the middle.  One of them will be in a meeple's color to show who it belongs to.  the other two are blank.  This way no tokens are necessary to keep score.
