I updated the rules once again. I made a pretty significant change.

To sum it up, a city may only have a maximum of 1 church influence token on it. Even if multiple churches are influencing a city, there will only be 1 token in the city. I felt this was appropriate as it slightly lessened the point potential for a church (which was proving to be a slight bit too high, imo). Also, it simplifies the process of figuring out when and where to place church influence tokens (which was proving to be a bit complicated). 

With any luck, this should be the final rules change!
