Can I buy any of these expansions or do I have to make them?

Is there a guide to making your own tiles?

If not where can I find help getting started?

You have to make them. Selling them would breach copyright.

Go to The Workshop->Crafter's guild in these forums, there are plenty of topics which talk about making tiles there.
