I have noticed city gates that are either open or closed.  Do closed gates count as being connected for the purposes of wagons?

I don't think it makes any difference. The actual graphics on a tile are usually unimportant.

I could be wrong, though…

Nah - you can not! I concure that graphics are not really important (other than to discern actual features).

My bad.  I just realised that the "open doors" were actually closed anyways.  I guess they don't make a difference.

Exactly.  Whether the doors are shown open or closed, it doesn't really make a difference... currently.
