According to the rules of BigBOX :
Whenever a player draws a tile showing a dragon figure, he places it as he would normally place a tile, and may also place
a follower on the tile as he normally could.

Can I place the fairy before the Dragon moves??

I just answered this question not long ago  :

the CAR ver 4.1 p 30 " The dragon":

A player who places a dragon may deploy a folower or move the faiy as usual Then the game is interrupted - the dragom moves
