I know this might be kind of late, but hey whatever.

Here are the exact wordings:

"When (and after) a player places a follower in Carcassonne, he may move the count to any of the four
quarters in Carcassonne. No player may move a follower to or from the quarter where the count stands."

That means at the start of the game when the Count is standing on the castle quarter, the first follower cannot move to the castle. He must place his follower into one of the other quarters, move the count, and wait for the second chance, if he wants to place one meeple inside the castle.

Anyone get any thoughts about this?

I prefer to play according to the HiG rules and there is nothing like this in these rules. You can place a follower wherever you want and then move the Count.
Maybe RGG rules are different?

This actually only appears in the big box 2. In the mini box of count the rules are:

"When a player places a follower in Carcassonne, he may move the count to any of the four quarters in Carcassonne. From the quarter where the count stands, no player may move a follower."

Of course you can argue that the word "move" includes placing people inside the city of Carcassonne...

But still it sounds "From the quarter...", not "From or to the quarter", so this rule affects only followers which want to leave City of Carcassonne, not to enter it.

The word "from" indicates that you can always place followers into the quarter. That quote from Big Box 2 is contradictory. Huh?
