3 point bonus for the fairy at the end of the game

According to the rules: whenever a feature is being scored the owner of that follower (where the fairy  is standing next to) receives a 3 point bonus. If I understand this correctly, does this mean that at the end of the game the owner of the follower where the fairy stands next to always gets a 3 points bonus? (for scoring farms, or incomplete cloister, streets or cities). And what if the features 'scores'  zero points (eg inn or cathedral) is this also being considered as 'scoring'    ?

Well if you are the last player and you do not 'have' the fairy and you cannot score 3 or more points it is the a simple choice: move the fairy

Oh, I see… No, I don't think you can do that, because you can't move the fairy during final scoring. You can only move the fairy instead of deploying a follower: you can't deploy a follower, so you can't move the fairy. Sorry.

hmm..    the fairy is not moved DURING the final scoring, I meant if you are the player to put the last tile, you can choose to deply a follower ór to move the fairy. And if you cannot 'earn' more than 3 points by deploying a follower, it is better to move the fairy instead.
