Hi

It never really says how many 'small meeples' a player gets for Inns and Stables?

In the preperation, it says "Each player should have four of each of the small followers (from the Carcassonne travel - edition) for their colour."

I made mini-meeples out of colored clay. They're not perfect and it wasn't easy, but it was affordable.
