A long time ago I remember writing something about tower meeples feeding their prisoners to the dragon to survive his rampage. Would it be worthwhile for me to type it up in the usual format, or is it too much of a house rule because it adds no new tiles?

You can write it up, but as you said, it sounds too house-rule-ish.  Perhaps you can package it with something else to make it worthwhile for people to play with it???

I think I might combine it with Castles. There was a suggestion to make castles protect the meeple inside it from the dragon. This would probably go well with it.

EDIT: this variant has been combined with Castles: http://www.carcassonnecentral.com/forum/index.php?topic=491.0

I have a question about feeding the dragon.  Isn't this helping the person to whom the prisoner belongs.  Typically, the player who onws the prisoner would have to pay the ransom (3 point?) to get the follower back.  If the prisoner is fed to the dragon, they essentially, aren't they getting a lucky break?  I suppose this wouldn't be a bad thing since the that luck would be extended to the tower guard who will be saved.  I guess in this senerio everyone wins.  Any thoughts?

Indeed, everybody wins. That was my intention.
