Count quick question about Trades

do the player closing a city w/o scoring any points BUT receive some Trades( let's say : wine) is allowed to throw some-meeple in the city of Carcassonne??

he's not making points BUT MAY eventually make out some...

if there is a link plz follow it.

the condition is that at least one player scores (now) and that the current player scores nothing.
This condition is not met, so no follower may be sent to carcassonne

Hmm... I'm not sure that trade goods can be considered as scoring, because there is no guarantee that you will get anything for them at the end unless you have the majority. I think in this particular situation you can deploy a meeple to Carcassonne.

Receiving a trade counter is not scoring, since you score no points upon receiving it (trade counters are scored at the end of the game). Hence, you are allowed to deploy a follower in the city.
