My wife and I are trying to figure out if you can build above and below the scoring track in new world. Also in the case of a farm if it is placed at the top most or bottom most starting point can you place tiles next to the scoring track to complete the farm?

I don't think you can build above or below the scoring track, but I don't really know.

We have not been able to find this in the rules either, so we go with no in both cases.

My impression from that one time I read the rules on-line was also no. Haven't played the game, but from what I've heard you don't want to spend too much going vertical anyway because those explorers/surveyors are pushing westward and you don't want to get left behind.
