So, you place your tile and an opponent scores and you do not, however:
i) you have no follower, or
ii) you do not wish to place a meeple in Carcassonne

Does this mean the Count cannot be moved to another quarter?

AFAIK, in those cases you can't move the Count. You actually have to move a follower to Carcassonne in order to move him.
