In this special edition of Carcassonne the is a little expansion. Realy do not know the name, but I think it would go something like The Party, The Feast or so. The rulling says that you can return a meeple from board to you hand, and my question goes:
Can you return the meeple from wheel of fortune, or castle, or City of Carcassonne?
In my opinion the castle is most likely to get this ability since it is a structure, but city of carcassonne and wheel is some sort of special places on board.
I got another question. Tower can remove meeples from city of carcassonne, or wheel?
About castle I do not ask cause some players say that yes some says that no. Are there any official rulling about this?

Castles are a standard claimable feature so they have have their followers removed by any of the normal means.  I don't believe there is anything that will remove a follower from the Wheel at all.  As for the City of Carcassonne, I know the dragon can't go in the city, so they are safe.  I believe that they are also safe from the tower, but can't remember for sure.

Rio Grande Games has translated this expansion as "The Festival".

Contrary to what I would expect, both the HiG and RGG rules appear to indicate that a meeple can be returned from anywhere in the playing area. The only exclusion is followers captured by towers, which are considering to be outside the playing area.

Regarding towers, I thought for sure we had a ruling on this, but I don't see it in the CAR. I would expect that because the dragon is not allowed in the City of Carcassonne, towers probably cannot capture followers from there either. I also expect that followers on the Wheel of Fortune/Fate are also safe from dragons and towers.

Regarding castle, what are you asking (or not asking as the case may be)?

This topic stand for tower vs. castle, but what about dragon vs. castle? There is nothing in the rules about it. In CAR I didn't seen about it any info. Well, I didn't seen the latest version, but i 4.0 and couple of laters there were nothing. Sad
btw. Greate rulling book. I had written (well it's not finish, yet)  something similiar but in polish version, since polish is my mother language, and the most of the translations of official rulling sucks.

Ok I think I understand what you are asking: can the dragon remove a meeple from a castle?

I would say that it can. In fact, a meeple in a castle is potentially at greater risk from dragons and towers. According to the rules, the castle is on both of the tiles that it occupies, and the meeple is on the castle, so if the dragon enters either tile, or either tile is within range of a tower, the meeple should be able to be removed.
