what program is good to use for designing tiles and are there any posts / tutorials to guide me?

I belive that photoshop or Gimp would do. Mayby Paint.Net. First thing that you have to get is background. The rest is using the layers to add objects.

Making your own tiles is basically a matter of choosing an image editor and the rest depends on how good you are at using it. If you're terrible at it like me, you take elements from existing tiles and modify them.
