Whilst I can fiddle with the basics of Paint Shop Pro, I'm not an expert. Can anyone give sone guidance or recomendations for some thing that will :

Help me design and create a set of (say) 10cms square cards/tiles, all different that will be used as the map tiles in game I am working on. I need a (mostly) snow background, onto which I can overlay other graphics such as forests, Mountains, etc and then add objects like Citadels/castles, towers etc. I also need to draw (irregular) lines on each tile marking boundaries.

Does anyone know of a program that's sort of purpose built to produce something along these lines or one that would be easy to use for the purpose.
