Do we still use the above procedure but the with slight adjustment that "Each player may choose to redeploy all, any or none of his or her followers from the appropriate city quarter(s) to the feature(s) being scored" an alternative would be to follow the last procedure for EVERY feature... In any case: the rules are not cleart about this. But my view would be that you follow the same rules as at the end. That way, everybody gets a chance to respond, but in a specific order, with the active player having an advantage. Seems fair to me.

I am not sure what is really "fair", as long as it is clear for everyone at the start of the game. |
