I got a question. Is there any place in the Internet where I can get official rulling in english? Not CAR, but official rullling from HiG or RGG.

Most of the rulings in the CAR are in fact official. Matt Harper communicates with HiG prior to every final release. Granted, there hasn't been a final release in two or more years, but his CAR is based almost exclusively on the original HiG German text translated to English. He only uses the RGG rules for reference and term consistency. You probably will never get an "official" ruling on something from HiG except from Klaus-Jürgen Wrede (which is very rare to get), and RGG doesn't have the rights to issue official rulings since they are just a printer for the game.

In addition to what Whaleyland said, I feel the need to add that when Matt communicates with HiG, he does so in German and they communicate back to him in German. He translates the ruling to English and incorporates into the CAR.

I would go so far as to say that ALL rulings in the CAR are official. Matt is very careful about this. The only place where you may run into disagreement is the farmer scoring, since RGG has not officially switched to 3rd edition farmer scoring. HiG is the original publisher working with the designer of the game, whereas RGG is translating and republishing. Myself and others consider HiG's rules to be more authoritative than RGG. The only exception to this would be when a republisher sells a unique expansion, such as the RGG-exclusive expansion that came with Games Quarterly magazine.

If you need an official ruling on something, post a question in this forum and we'll do our best to help you find it in the CAR. If there is no official ruling at this time, we'll add the question to the list for the next round of submission and provide you with our best advice on what to do in the meantime based on previous similar rulings.

Quick note:  according to Matt's introduction to his version 5.0b6 CAR, RGG did in fact switch to 3rd edition scoring. 

And that's just the version that I have printed, which looks to have been from 2008.

The only non-Hans im Glück expansions thus far are:

Rio Grande Games (USA/Canada):
Games Quarterly #11
Cult, Siege & Creativity
Crop Circles, Plague & Tunnels (forthcoming)

Devir (Spain):
La Porxada (technically unofficial)

But GQ11 doesn't technically have any rules, just FAQs concerning the farm-like tile, CS&C is just a re-release of The Cult (with an extra tile) and Cathars (with a slightly different wording), with two blank tiles. CCP&T is a rerelease of those three expansions in one collection. There should be some wording clarification, but RGG is not known for their clarity. Thus La Porxada is the only truly unique thing on this list.

That id some interesting info. Well, i am writing a polish version of CAR, but in different way. I also include some of the fan expansions and I have sometimes hard time to interpret the rulling in CAR. Didn't know that M. Harper is so dedicated to his work. I also mailed to HiG, but I comunnicate in English.
I had some problems with CAR FAQ( bottom of page) cause some of them were very different from this that I had know from playing carcassonne. I have played with players from Poland and Czech republic. I want to cleared it out so I seek official rulling.

Yes, this is correct. RGG has indeed officially adopted 3rd edition scoring.

I also will concur, the CAR contains all the official rules for Carcassonne.

I have got a forsy question for you guys. Car says that you can't place abbey tile at the end of the gamę (that id when all land tiles have been placed). On the other hand all known me carcassonne players give permission to place abbey after depleting land tiles. I wonder why car says that it can not be done. Abbey tiles are special ones, and end game condition were stated before abbey tiles. I wonder if permission for is sometng bad?

As far as I know, the game ends when the last tile is drawn.  So, if you place your abbey tile with only one tile left, that's a legal move.  If you draw the last tile, the next player cannot place their abbey tile because the game is finished.

Of course, you can have a house rule that says otherwise.

@neosatan : Of coarse you could add your house rule to your CAR in case you add a house rule section. At least you should make it somehow very clear that it's a house rule and not official just to make sure nobody gets confused.

CARs actually states two rules for the Abbey for the end of game.  This is due to RGG printing the following in the Big Box 2 rules set.

“If one or more players have not yet placed their Abbey tiles when the last landscape tile is drawn and placed, they may now do so, if possible, in clockwise order starting from the left of the person who placed the last tile. Then, the game ends.”

The original ruling was to end the game on the last tile drawn.

Arguments for either style of play can be made. I prefer to play with the RGG rules myself.

That's the way I have been playing.  I can see arguments for both though.

I prefer the HiG ruling in this case. You had your chance to play the abbey tile, and now it's gone.

We play holding 3 tiles, plus the Abbey if we're playing A&M. So our game does not end with the last drawn tile (unless we're playing Father Time), the game continues until players run out of tiles or can no longer play. If there are places for abbey tiles to play it's typically first come first served at that point. Usually, someone gets stuck with their abbey tile.

Tell me one thing: the tower can catch more than one meeple at one turn? Didn't get this part good and only lately I run at this problem.

Yes, I read it. Still I have found (in by the order of king there is a card that says: "Attain a collection of 3 prisioners at one time") in one of the fan exps rule that would give tower ability to get more followers at one time. Still, I just want a clarification of this. Didn't know if it would means that had to be caused by one tower piece, or it would mean that I have to collect 3 followes from other players.

I think what that card is referring to is that you have collected 3 prisoners which were each taken prisoner during different turns. This could be slightly challenging because the other players may keeping buying them back from you.

btw. You know if there are cards from btook for fan expansions? I would like to have some for mountains and roads to victory... Maybe a template to create such cards?
