how do I go about formatting a document to most easily allow the tiles to be printed to the correct size or for the label sheets?

I'm working in photoshop and saving as a JPG

I use Microsoft Word to print my label sheets.  First, you need to find out what the absolute minimum parameters are for your printer.  Then set up your custom margins following that (for example, my printer can handle a top margin of 0.2 inches).  The tile size is either 45 milimeter square, but I've been using 1.75 inches square. 

I can get 5 rows of 4 tiles each per page, and use the bottom section of each page for tokens and smaller pieces like the castle. 

In MS Word, when you right-click a picture and go into the Format window, you can resize the image using inches (or centimeters depending on your regional settings).

As for label sheets, the box should specify an Avery label size (even if they are not Avery labels). MS Word has a "Labels and Envelopes" feature which you can look up the labels based on the Avery code and it will reformat your margins and stuff automatically. (Do this first before putting any images into the document.)

Yes, but when you use Full Sheet labels, it doesn't really matter if you use the label wizard, or tables at all.  Which is why I mentioned finding out the print area your printer can handle.  Once printed, all you have to do is take a paper cutter and cut out your tailes tiles and/or tokens.  

Maybe the full sheet labels that you have are better than the ones I've seen, because the ones I've seen have a border all the way around the edge. That is to say, if you were to peel the label off it would not be 8.5 x 11 inches but slightly smaller in each dimension.

Probably true, the ones I got at Staples are simple a full sheet with no border.  They are the same ones that I had success printing up to 20 tiles on using a borderless setting.

Yes, I'm currently using the Staples label sheets.  Previously, I had Avery 8165 full sheet labels which had the same set-up.
