Title: Wheel of Fortune scoring question

I'm a little confused by the Wheel of Fortune scoring instructions.

The rules say -

Completed city - 2 pts per tile (count the tiles not the segments)
Incomplete city/road - 1 pt per city/road segment (so what to do about those tiles with >1 segment belonging to the same incomplete city?)

The rules here say to score both complete & incomplete cities by tile so I don't know if there's an error/vagueness in the instruction booklet.
Anyone care to clarify? Thanks.

When the 2 segments on the tile are both connected to the same city, you only score once for that tile. Not per segment. When both segments are connected to 2 different cities, then the tile needs to be counted twice. 1 time for the one city and 1 time for the other city.

That is correct, 1/2 points per tile, not segment, for both roads and cities.  A tile will be counted twice if the two road or city segments belong to seperate, individual features.
