My house rule is that if something is missed, then tough luck (as long as it doesn't break the game). In this case, the farmer would remain. This helps to insure that the players are actually paying attention to the game.
But the rules do state that a farmer can't be placed on a farm that is already occupied by another farmer. So technically, the farmer should be removed. If you were nice, then you'd let that player choose to move that follower to a different feature on the same tile if there is anything remaining unclaimed on that tile.
